ICSTI: How ICSTI Works ?

Working Structures

The highest authority is the General Assembly consisting of representatives of all members, which convenes once a year. There are normally two meetings in Europe followed by one in North America or in another region. Thus the venues for years 1997-2007 were :


  • In 1997, Philadelphia, Pennsylvania, USA, at the invitation of BIOSIS
  • In 1998, Loch Lomond, Scotland, UK, at the invitation of the British Library
  • In 1999, Taipei, Taiwan, ROC, at the invitation of the Science and Technology Information Center
  • In 2000, Columbus, Ohio, USA, at the invitation of Chemical Abstracts Service
  • In 2001, Munich, Germany, at the invitation of the European Patent Office
  • In 2002, Stockholm, Sweden, at the invitation of KTHB
  • In 2003, Ottawa, Canada, at the invitation of CISTI.
  • In 2004, London, England, at the invitation of IEE/Inspec.
  • In 2005, Moscow, Russia, at the invitation of VINITI.
  • In 2006, Washington DC, USA, at the invitation of CSA and USGS-NBII.
  • In 2007, Nancy, France, at the invitation of INIST-CNRS.

The Executive Board which has all power to carry on the business of ICSTI between meetings of the General Assembly is composed of the Officers -- President, Vice-President, General Secretary and Treasurer -- and representatives of members, all elected every three years by the General Assembly. The Executive Board carries out the decisions of the General Assembly and gives effect to the general policies of ICSTI. Between meetings of the Board, urgent decisions may be taken by the Bureau which includes the four Officers and the Chairman of the Technical Activities Coordinating Committee (TACC). The Bureau elected for the 2007-2010 triennium consists of:

  • President: Herbert Gruttemeier, INIST, France
  • Vice-President: Dr Choi Hee-Yoon, KISTI, Korea
  • General Secretary: Dr Elliot SIEGEL, NLM, USA
  • Treasurer: Pam Bjornson, CISTI, Canada

And, the Chair of TACC is Brian Hitson, OSTI-DOE, USA.

The Technical Activities Coordinating Committee, which is set up by the Executive Board, formulates and monitors the technical program subject to the overall guidance of the General Assembly and the Executive Board. In furtherance of the Strategic Plan adopted in 1994, the program consists of projects aimed at achieving ICSTI targets.

Administrative responsibilities are carried out by the Executive Secretariat, which is located in Paris.


Finances

ICSTI is a non-profit association which derives its operating budget essentially from membership dues. The other direct expense incurred by members is the cost of their representation at meetings of the General Assembly and associated meetings once a year.

Additionally, members are encouraged to contribute to the implementation of the technical program by providing the necessary technical capability, either in staff or in equipment.

In some cases, the work of ICSTI is funded by contracts with other organizations.
