1.1. Before each General Assembly requiring the election of Officers (Statutes 6(d) and 9) or other Members of the Executive Board (Statutes 9 and 10.1), the Executive Board shall nominate at least one candidate for each position that will fall vacant. The nominations made by the Executive Board shall be posted to the Representatives of Members at least six weeks before the General Assembly, together with the material required by By-Law 8.2.
1.2. In order for the Executive Board to make nominations to fulfil Regulation 1.1, the President shall appoint a Nominating Committee from the Executive Board and/or membership of at least three persons, of which the Past President will be one, to recommend to the Executive Board one or more candidates for the positions to be filled. The Executive Board may endorse the recommendations of the Nominating Committee, or it may substitute (an)other person(s) for each nomination.
1.3. Additional nominations may be made by Representatives of Members. Such nominations, supported by at least three Members and accompanied by the written consent of the nominee, shall reach the Secretariat at least two weeks before the General Assembly, and shall be distributed to the Representatives of Members on their arrival at the place of the General Assembly.
2. In satisfying the requirements of Statute 9 on the composition of the Executive Board, the election procedure will be:
(a) Election of two Members from Class A and two Members from Class
B from the list nominated for each, and subsequently,
(b) Election of a total of four additional members from Classes A
and B, without regard to Class, from the remaining nominees of both
lists.
(c) In any case in which there is a tie vote among those with the
most votes on any ballot and the inclusion of all those with the same number of
votes will exceed the quota to be elected at any stage of the process, the
run-off election will be among those with the tie votes.
3.1. In carrying out the duties specified in Statute 12.5(c),
information shall be obtained from candidate member organizations for
membership Classes A, B, or C sufficient to determine the appropriate
membership class and dues category and shall be reviewed by the General
Secretary with the assistance of the Executive Secretary to determine that the
requirements of Statutes 4.2, 4.3, 4.5 and 6(b) (with respect to the dues
categories established by the General Assembly), and By-Laws 1 and 2.1 are
satisfied.
3.2. Before presenting a recommendation for a new Full or Associate
Member to the Executive Board for approval (Statute 11.2), the General
Secretary shall determine from the information provided that the organization
meets the requirements of Statute 4 and the other provisions regarding
membership (By-Law 2.1), that procedures specified by the Executive Board for
recruiting and accepting members have been satisfied, and, in cases when more
than one category of dues are valid, that the category applied for is supported
by the information available about the organization.
3.3. Upon the instructions of the General Secretary, names of candidates
for Full or Associate membership, along with adequate descriptive information
to support their election, including the conclusions of determining appropriate
membership class and dues category (By-Law 2.1), shall be submitted for
approval by the Executive Board either at a meeting or by correspondence
(Statute 11.1(b)) between meetings.
3.4. Based on the authority granted to the Executive Board by Statute
11.2 and by By-Law 2.1 (b), and notwithstanding the voting requirements for
approval of regular business of the Executive Board correspondence, a candidate
member shall be considered admitted when sufficient votes for approval have
been received and not more than one explicit "no" vote has been cast
by the time for the deadline for returning votes for a postal ballot.
3.5. If two or more voting members of the Executive Board object to the
admission of a candidate member ("no" votes, not including
abstentions), the nomination will be submitted to the General Assembly at its
next meeting as a controversial action (Statute 6(b)).
3.6. The Executive Secretary shall ensure that organizations being
nominated for membership in any class are informed of the Principles of
Membership, specified by By-Law 4.1, during the process of their application
for membership and prior to being submitted to the Executive Board for
approval, in a manner to determine that their application is made with the
awareness of the Principles of Membership.
4.1. ICSTI Fellows are persons who have made important contributions
to ICSTI and who are not currently on the staff of ICSTI member organizations.
Fellows do not have the right to vote or hold elective office and are not
subject to annual membership assessments. Fellows receive copies of FORUM and
ALERTS, as well as announcements of and invitations to General Assembly
meetings. Attendance is at the Fellow's own expense. It is hoped that
Fellows will continue to find it possible to contribute professionally to ICSTI
activities. The Executive Board approves the selection and designation of ICSTI
Fellows.
New Fellow-Designees are invited to attend (at their own expense) the next
annual General Assembly meeting to be honored and to receive the Fellow
plaque.
4.2. Special Awardees are members of ICSTI members' staff who are
making or have made contributions to ICSTI that are of importance as to warrant
special recognition and honor. Special Awardees are invited to attend (at their
own expense) the next ICSTI General Assembly meeting to be honored and to
receive a plaque so denoting the honor.
The Executive Board selects and designates Special Awardees.
