ICSTI Membership and Dues Structure

PRINCIPLES OF MEMBERSHIP


The following membership structure was approved by the 1984 Extraordinary General Assembly which adopted the initial Statutes of ICSTI. Membership applications must be made with the awareness of the purposes and principles of ICSTI as stated in the Statutes, By-Laws and Regulations.
ICSTI offers four classes of membership:


  • Class A Full Members consists of organizations with principal interests in either (i) the generation or use of new scientific or technical information, or (ii) the coordination of activities of type (i) within a geographical area or within a discipline. Class A includes organizations primarily representing the interests of scientific and technical information users, such as scientific unions, learned societies, national academies.
  • Class B Full Members consists of organizations with principal activities in the collection, storage, organization, or dissemination of scientific or technical information. Class B includes abstracting and indexing services, data centers and services, representatives of primary publishers, online vendors, networks, libraries, information centers, and also policy making bodies, sponsors and coordinators of information activities.
  • Class C Associate Members consists of organizations with some interests in common with those of ICSTI. Class C includes organizations concerned with the transfer of scientific information who wish to keep abreast of, and contribute to the activities and development of ICSTI.
  • Class D Honorary Members consists of persons whose outstanding contribution to the work of ICSTI merits special recognition.

Full Members and Associate Members pay dues. Honorary Members pay no dues.
For Full Members, there are several categories of dues associated with different voting powers:

  • On the level of dues and on the budget, each Full Member has one, two, or three votes in accordance with the class and category in which they have been admitted.
  • In all other matters, each Full Member has one vote.

Associate Members (Class C) are now entitled to vote on topics and in the manner already available to Class A and Class B Members.

Honorary Members have no vote.


SCALE OF MEMBERSHIP DUES


Following a successful outcome of the electronic vote on a new Dues structure for ICSTI the following will be the Dues payable for existing Members from January 1, 2006.

These rates will apply (pro-rata) to new Members joining us from May 15, 2005.

In accordance with a resolution of the 2001 General Assembly, membership dues shall be paid exclusively in €.

TRIAL RATES FOR NEW MEMBERS


New members are admitted with a first-year trial rate of 50% of whatever the actual membership dues would be. During this first year, they have no voting right and they cannot claim reimbursement of expenses from ICSTI if they attend committee or project meetings.


CRITERIA FOR DETERMINING DUES CATEGORIES


  • Class B Full Members:
    • Organizations admitted as Class B Members pay dues according to their budget expenditure:
      up to 3 million (106) dollars = category 1
      from 3 to 6 million (106) dollars = category 2
      over 6 million (106) dollars = category 3

      For companies or institutions belonging to a common financial group, the first member to join ICSTI will pay according to the scheme above; the second, third, etc...company will pay the B1 dues rate.

Candidates for full membership must provide sufficient information in support of the dues category they apply for.
